Sorry to bother you.
With the affiliates module will it be possible to add an affiliate role option on registration that doesn't have to go through paypal because it doesn't cost anything to sign up as an affiliate?
Currently I can't create a subscription in for affiliates because if I put $0.00 in the subscription module the link doesn't work when i go to paypal sandbox.

That is a very good idea. The way that I will do this is allow you to sell 'Free' Membership through Subscriptions, which basically just grants a user a role without taking them to Paypal, so you can include it with the other plans on the Registration page.
