Hi Leighton,
I've noticed that when granting limited roles to site users (e.g. a moderator role), the Site Configuration items for PayPal API Settings and PayPal Subscription Settings are bleeding through, meaning that I am unable to remove these items from a role's permissions.
Can you take a look and see if you can provide specific permissions for these?

Currently, these pages are protected by the 'access administration pages' permission. I can add new permissions specific to these pages. I will get this in the next release (planning for 4.8 on Sunday)
