I have the 'enforce paid membership at Registration' option checked, which is essential for general site operation, but causes a problem when registering new users in the admin/user pages of the site. This is because I need to be able to register new 'admin-type' users here (content posters, editors, moderators etc), and these don't need/want subscriptions.

Can you make this optional (irrespective of the module settings) for the admin/user pages, so that I can create new accounts for site staff?
