I would like to be able to add a blog for free, when a user pay for content to be published. Is there any way to do this already? If I set user permissions to create a blog for free, then anyone who is a registered user and not not a paid advertiser can make a blog.
Ideally I'd like it linked to be shown in the payment section, ie you are getting something for free.
Or is there a better way?

I'm not sure I understand what you are meaning. Can you give an example?
If you want users to have to Pay to Publish content, take a look at the Pay to Publish module.
