Can you please explain me, what is this?

How many times to bill the user when using Recurring Subscriptions. If you put 0, it will recur forever. If you want a non-recurring membership to expire, put 1 here. If you want a non-recurring membership to last forever, put 0. If you are using a Recurring Subscription, you cannot put 1 here.

I want a recurring subscription for 1 year.

Is these parameters not correct?

Period Length: 1

Period Units: Years

If i am keeping 0 in  Number of Periods Until Expiration: . The expiration for that user becomes none. I want it to expire after 1 year.

pretty sure you need to put 1

pretty sure you need to put 1 for periods, that way it lasts 1 period of 1 year.

but what you want doesnt sound like a recurring sub, recurring means the user is billed more than once, you just want a 1 time payment that lasts one year from what i can tell.  that would be a nonrecurring membership.

i want recurring

I want  recurring subscription only, with 1 year renewal. If a user does not pay the subscription fee, it must expire.

What shall i keep in "Number of Periods Until Expiration:"?

This is one of those annoying things that has been fixed in Membership Suite 6. The current configuration UI for the Membership Plans is somewhat hard to understand, but in the new one, it walks you through it.

What you want is a recurring subscription that will recur until it is canceled. This means that for the 'Number of Periods Until Expiration', you need to put 0 so that it will just keep recurring until it is expired.

For the Period, set it to 1 Year.
