We have quite a large hierarchical data model and we need to pre-create nodes and populate them with key data (not automatically derivable) BEFORE we would allow a user to fill in the rest of the data. So we do not want users to be able to create nodes, rather we want them to be able to edit them. Is this possible with P2P, and, if so, how?

Pay to Publish was made for publishing in mind, which is quite a bit different from the workflow you described. I don't think it would be a good candidate for your site out of the box.
