We have a customer with a quarterly recurring membership whose credit card didn't go through and her membership was cancelled. Somehow her country was set to Afghanistan, but that's not terribly important because it could have been an expired CC that caused the cancellation.

and would like clarification on one point.
Even if I turned on "Show Purchase Membership Links in User Account?" that wouldn't help because once her membership is cancelled, she can no longer get into the site.
There seems to be two ways to handle renewing a cancelled member:
1. always have an admin step in when this sort of thing happens. Drawback: the system is asking for the user's CC info again so this is a minor hassle
2. place the user in a role that allows her at least to renew the membership.
Is it possible in situation #1 to say (as admin) to the system, "Renew with existing CC info?"
AND
Is #2 possible?

It depends on the Payment gateway that you used. I think Authorize.net may be the only gateway that supports renewing the membership with the existing billing information, but the user would probably have to initiate it (from their user page) not the admin.
This is actually the recommended way to set it up. Just let authenticated users have the 'renew own membership' permission and they can renew it from their user account. Blocking the user from the site when their membership expires doesn't work well.
